In a network environment where internet access is restricted, only allowing communication to a specific list of IP addresses the Online License Transfer Utility (LTU) can fail with the following error message:
In this type of network environment, to allow the LTU to function normally the IP address 64.238.213.178 must not be blocked.

I am looking for a solution to this problem.
A valid license could not be obtained by the network license manager.
If you are still unable to access a license, contact you system administrator. Error [-5.412.0]

That error is a bit more obscure than others. What product are you running and at what point are receiving this error?
